An unusually cool air mass stays entrenched within the Mid-Atlantic area and an upper-level low spinning overhead will preserve it fairly unsettled right here at mid-week.  With chilly air aloft, any daytime heating will rapidly lead to destabilization of the environment resulting in clouds, scattered rain showers and maybe even a rumble of thunder.
